That specific law forbids illegal consumption of a wyrm/wyrms. Since Ethan hasn't yet eaten a wyrm, he's safe from that! Though he is more powerful than your average "hasn't eaten a wyrm" Red Gater, so he could easily be subject to suspicion.

Hmmm... I wonder, maybe they will need to give him a wyrm at some time in the near future to make him get better control over his powers, so he doesn't pose a danger for his environment...
