It's pretty easy! Just draw the outermost hairs in a super bright color. If you're coloring a lineart (as opposed to working linelessly), try coloring the lineart of the hair with a bright color, and add a few stray hair here and there with the same bright color. That would be a quick, simplified method.

The trick is making sure the color palette works as a whole. The super bright color, the shading, etc. all have to work in harmony.
